It turns out there will be a pre-launch demo for XCOM. The demo is out now, although there appear to have been some issues with getting it to people. The issues appear to have been resolved by re-uploading the demo to Steam (the XCOM demo appears twice in the steam demo list). The demo has two missions and some stuff involving the base. It can be acquired from Steam here.
